Staffing Services for Professional Positions

The Department of Employee Trust Funds (ETF) manages retirement, insurance, and other benefit programs for state and local government employees and retirees of the Wisconsin Retirement System (WRS). We are passionate about our work and committed to providing quality services to our members.

The Department expects to the use the results of this RFP to make multiple awards - up to 5 - in each of two lots.

Lot 1 – Accountant

Lot 2 – Benefit Specialist/Benefit Assistant, Long-Term Assistant, Long-Term Professional

The Department also wants maximum flexibility to structure new positions to retain qualified candidates. A major part of this flexibility is Other Positions as Needed. Other Positions as Needed does not appear in either Lot 1 or Lot 2 because the cost for Other Positions as Needed will not be scored. However, proposers who agree to cover Other Positions as Needed and demonstrate their flexibility with it, and flexibility with positions in general, will have an advantage in non-cost scoring.

Submit questions, letter of intent to submit a proposal, and SFTP Access Request (Appendix 14) to ETFSMBProcurement@etf.wi.gov by April 22, 2020, 12:00 A.M. CDT.

DO NOT submit questions, responses, or proposals to eSupplier.

Proposals are due to ETF's SFTP site by May 8, 2020, 2 P.M. CDT. Late submissions will not be considered.

All further notices regarding this RFP, including responses to vendor questions and any other updates, will appear here, the Department’s web site at https://etf.wi.gov/procurement. Interested vendors are encouraged to check this site for updates frequently. No other notification regarding modifications will be provided.

The Department expects the contract to commence July 1, 2020, after negotiations have been successfully completed. The initial contract term will be 3 years, followed by 2 optional, 1-year renewals. Extensions beyond this may occur as needed for 1 year (or shorter) to transition services to another service provider during a transition plan. All staffing companies must hold their rates for the entire time, including any renewals. The RFP document, its appendices, the Q and A, and the awarded proposal will be incorporated into the contract.

The RFP documents can be viewed at the links provided below. The RFP details the procedures proposers must follow to submit a proposal, and the minimum requirements that proposers must meet to be eligible for consideration.

This solicitation is authorized under Chapter 16 of the Wisconsin State Statutes.

Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contracts, or the acceptance, rejection, evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.

UPDATE 4/28/20: For those who turned in a completed Appendix 14 by April 22, 2020, 12:00 A.M. CDT, log-in credentials for ETF's SFTP site have been sent out. If you fall into this category and did not receive log-in credentials, please e-mail ETFSMBProcurement@etf.wi.gov. Answers to questions submitted by April 22, 2020, 12:00 A.M. CDT will be posted by tomorrow end-of-day. 

UPDATE 4/29/20: For anyone with concerns about last evening's e-mail from DOA Secretary Brennan, RFP ETI0003 will continue as-planned. ETF has discretion to fill positions deemed critical to our operations.

The Q and A is now posted below, along with documents it references. If you submitted a question before the deadline on April 22, 2020, 12:00 A.M. CDT, and don't see it answered here, e-mail ETFSMBProcurement@etf.wi.gov. Note: The RFP main document was also updated to be consistent with the Q and A with regards to 4.10 Notice of Personnel Leaving.

UPDATE 4/30/20: To allow ETF adequate time to troubleshoot SFTP issues, no Appendix 14’s will be processed after Friday, May 1, 2020, 12:00 P.M. CDT.

For those already sent log-in credentials, by Friday, May 1, 2020, 5:00 P.M. CDT: (1) confirm receipt of them, (2) test them, and (3) let ETF know whether or not you are having any issues accessing the SFTP site. If you do not complete the foregoing by 5:00 P.M. CDT on Friday, May 1, 2020, ETF cannot and does not guarantee you access to be able to upload your proposal by the deadline.

UPDATE 5/6/20: If you received your log-in credentials and already uploaded your proposal to ETF's SFTP site, e-mail ETFSMBProcurement@etf.wi.gov a screen shot of your uploaded proposal on the SFTP site by the proposal deadline of May 8, 2020, 2 P.M. CDT. Otherwise, ETF cannot and does not guarantee to be able to score your proposal.
